Meet The Off Leash K9 delaware Team
Rachel Moseley Bare– Managing Partner/Supervising Trainer
Rachel began her journey with Off Leash K9 Training as a client over nine years ago. Her Labrador retriever, Monte, was an incredibly loving and playful one-year-old with a bit of stubbornness and a strong will. Rachel knew his calm demeanor and love for people would make him the perfect therapy dog—but she needed help getting him under control on a leash.
After graduating from Basic Obedience, Monte and Rachel went on to complete Therapy Dog training. What started as a goal to help a determined and spirited pup become a therapy dog soon grew into a lifelong passion for understanding dog behavior and helping others find the same freedom and confidence with their own dogs.
Today, Rachel and Monte volunteer in hospitals, schools, and with first responders, while her younger Labrador, Emmy, is beginning her own path in Search and Rescue and therapy work.
Rachel loves getting to know each client and helping them incorporate obedience into their unique lifestyle. She finds fulfillment in watching owners grow into calm, confident pack leaders and create happy, stress-free homes for their dogs. As a former teacher, she especially enjoys seeing those light bulb moments when owners truly understand the relationship they share with their dog—and watching the dogs genuinely love the process of training.
When she’s not training, Rachel enjoys hiking, reading, gardening, and spending time with her family—including her newborn son.
Ashley Harris - Head Trainer (Southern Delaware)
Growing up in the small town of Delmar, Ashley knew from a young age that she wanted to work with animals. That lifelong dream became a reality in the spring of 2020 when she joined Off Leash K9 Training Delaware—a job she proudly calls her dream come true. As Ashley often says, “Some days, it still doesn’t feel real that I get to do something I have such a strong passion for.”
While training to become an OLK9 Trainer, Ashley had the chance to work with her own dog, Nova, and experience firsthand the incredible transformation that comes with proper obedience training. Now, she can take Nova anywhere without stress or worry—a freedom she loves helping other families achieve.
For Ashley, seeing owners experience that same hassle-free, joyful connection with their dogs is what fuels her passion every single day. She also loves spending time with her family, taking her pups swimming, and relaxing with a good movie or show (and, of course, some popcorn!).
Katelyn Foskey- Trainer (Southern/Northern Delaware)
Katelyn Foskey joined Off Leash K9 Training Delaware in early 2024, bringing with her a strong background in behavioral modification, obedience, and working K9s. She shares her life with two pocket bullies, Bentleigh and Brix, along with several Belgian Malinois working K9s.
From a young age, Katelyn had a deep passion for animals—spending her childhood helping out at her family’s kennel and horse farms. That early start fueled her lifelong dedication to understanding canine behavior and helping dogs reach their full potential. A good friend who had trained under her in the working dog world encouraged her to join the OLK9 family, where she saw the perfect opportunity to broaden her knowledge and continue growing as a trainer.
Katelyn truly loves helping dog owners make their goals and dreams with their dogs come true. She finds joy in watching owners gain confidence, knowledge, and happiness—ultimately leading to a more calm and fulfilling relationship with their companions. She also enjoys working through challenges with dogs, both mentally and physically, and watching them build confidence as they learn. That moment when everything starts to click—when the dog truly understands—is what fuels her passion every single day.
In her free time, Katelyn enjoys fishing, spending time with family, attending seminars and conferences, and training with her working dogs and team to compete in high-caliber K9 sports. For Katelyn, dog training isn’t just a career—it’s a way of life. She continuously pushes herself to learn and grow, believing that in this field, you never truly master it—because there’s always more to learn.
Erica Tillger - Head Trainer (Dover)
Originally from Sudlersville, Maryland, Erica has loved dogs for as long as she can remember. She’s always been fascinated by their ability to learn new concepts and commands and has spent her life training her own dogs. After seeing so many others struggle with their pups, Erica was inspired to turn her passion into a career helping owners build stronger, happier relationships with their dogs.
Erica joined the Off Leash K9 Training team in early 2020 and has continued to grow her skills and expand her “training tool belt” ever since. She shares her life with her Border Collie, Lottie, and her Belgian Malinois, Suki—as well as the best training distractions ever, her cats. In her free time, she enjoys scent work, agility, trick training, hiking with her dogs, and participating in dog competitions.
Erica loves working with clients to help them achieve happy, stress-free lives with their dogs—showing them just how enjoyable life can be when communication and trust come together through training. She especially enjoys seeing dogs build confidence where they were once nervous and gain freedom through the reliability of commands that keep them safe and connected to their owners.
Maddy Yoder - Trainer (Southern delaware)
Maddy Yoder has loved dogs for as long as she can remember. Her passion for working with animals started early—beginning with bathing dogs—and quickly grew into a desire to help them learn and thrive. That love for dogs led her to Off Leash K9 Training Delaware, where she joined the team in early 2025 and now helps owners and their pups build stronger, more confident relationships every day.
Maddy shares her life with two dogs: Chloe, an Australian Cattle Dog/American Bulldog mix, and Ivy, a Mini Aussie. She loves watching her clients’ relationships with their dogs grow—seeing owners gain confidence, enjoy peaceful walks, and take their dogs places stress-free.
One of Maddy’s favorite parts of training is witnessing the transformation from the first day she meets a dog to the end of their program. Every milestone along the way reminds her just how rewarding this work is.
When she’s not training, you can find Maddy at the beach, enjoying Thrasher’s fries, or spending time with her family.
